sloppy steering...possible causes?

sloppy steering...possible causes?
I can turn my steering wheel approx. 30 degrees with NO response whatso ever. What is this caused by? I replaced my outer tie rods...Im soon to replace my inner tie rods.
Do I need to have my rack rebuilt? check the joints in the steering wheel? Any place I could take it to that would fix it for relatively cheap? It's VERY unsafe when you're trying to stay within one lane and boosting out of control. thanks!

if you have PS i know air in the PS lines will play some weird trick's on you..check that out first it's cheap, but 30 deg air may not be the prob

well i wouldent go and replace it that quick. lift the car in the air then grab the rim at the 3 and 9 o clock postitions and rock it back and forth there should be no slop in the suspension if there is check the outter tie rod ends first then visually insect the bushings and mounts. if you see nothing wrong i would then decide to replave the rack.
