Default P0453 FTP Sensor Missing???

Went to the dealer and wasted my money having them tell me that the FTP sensor is missing. At first thought this was BULL $$&#. However after reading and since this car was rebuilt....poss. new ECU. it could be true. Where would the FTP and the ECU be on a '96 Accord LX 2.2L Second will this quoted fix work on any ECU's that will work in this car or is this destined for letting out the smoke :-) which we all try to keep contained inside of the electrical parts. Can you test to make sure that D15 is the correct pin and that D10 and D11 are correct for where the voltage goes or do I have that backwards?

"FTP - it should work fine with your existing setup in the car. Check that your fuel cap is tight. If the sensor is dead do this...
buy radioshack part #271-1125
connect two of them together at one end, connect that connection to D15. One open end to D10 the other to D11. this shows 2.5V to the input to the ECU, which means no CEL. "

Any help would be awesome
