obd1 B16 in EF injectors wont spray at all! help?

obd1 B16 in EF injectors wont spray at all! help?
Alright so i just swapped a obd1 B16 into my EF which has the original mpfi d15b wiring harness in it, i bought the rywire obd1 conversion kit and hooked everything up right.. the car turns over (starters good) but injectors wont spray??
FYI
-ecu is a p28 w/neptune rtp (works perfect)
-I deleted the resistor box+ am running obd1 injectors( have the four 12v wires going to the yellow/black wire+ have the other injector wires going to their rightful place on the ecu)
things ive checked/know:
-Car turned over with starter fluid (so spark+air is good)
-cars throwing codes- 6,10,13 which are IAT,ECT and BARO (this wouldnt do it would it??)
Edit: the Baro sensor code only showed up when i plugged in my obd0 ecu to check for the codes.
(the blue/orange wires didnt do anything when i tied them together on the rywire harness)
my p28 is brand new.
-the main relay clicks 3 times plus i checked solders on inside no dry solders or cracking.
-fuel pump DOES prime (brand new walbro)and im getting fuel to the rail just like it should.
-Constant 12v wires going to injectors are getting voltage.
Im pretty stumped... what else could it be?? Ive been searching the last few days and im running out of ideas I just wanna get my car on the road.
Please if anybody has any ideas at all let me know!!

double check and clean all grounds
I hooked up a electrical fan to the constant wires going to the injectors just minutes ago and it turned on on every single one of them.
If anybody else has any ideas please give input im all ears.

if it has power, then its a grounding problem with ecu, as you know
especially check the tstat ground

if it has power, then its a grounding problem with ecu, as you know

okay heres the latest:
it is not a problem regarding the grounds!
i hooked A23+A24 directly to the battery negative with the P28 w/Neptune RTP installed on it hooked up and no.. still no injector pulse.
SO just kicks i hooked up my obd1 distributer with the injectors out and facing a piece of paper while i turned the car over.. believe it or not THEY SPRAYED!!
so this means its the ECU?!
its a brand new and ran fine when i ran it for a couple months in my turbo'ed B16 integra?
could something have gone wrong between then and now?
maybe the basemap??
all i did was create a P30 basemap and didnt alter it at all and kept it stock.
SO after all this being said:
Its narrowed down to it either being the ecu itself OR the jumper harness from rywire.
if anybody can help me regarding the problem my ecu is having let me know!

The ECU/ECM will not pulse the injectors if either IPG 1 or IPG 2 on ECU/ECM are not getting the 12V signal from the injector relay in the PGM-FI Main Relay. 94
