Default Is my ECU fried?

Ok..here is the problem... the engine check light is on for code 41 Primary O2 sensor...got Brand New O2 sensor...for both.. still on........ same trouble code... so finally i put in a OBD1 LX/DX Ecu in... check light cam on but throwing code code 14(IAC)... but no code 41 was on... just the code 14.... shouldnt the code 41 come on too with the code 14? I think code 14 came on for the OBD1 Ecu because its OBD1 but what happend to code 41.. its not throwing it out on the OBD1 ECU... but only on the OBDII Ecu... this OBDII is pissing me off
