ECM/ECU Diagnostic tool, Where to buy
Can anyone tell me where I might be able to buy a ECM/ECU diagnostic tool? How much money would a tool like this cost? Are these tools specific to Honda automobiles or can they be used in other cars?

There is MUCH more information to be gained using a scantool, such as: Ignition Advance, Fuel Trim %'s, ECT/IAT/MAP/TPS values, calculated load and so on. I personally own an Interro PST-500, which from this link, you'll also see a price tag. Now, I didn't get mine for that much, as I had a friend who received another, and I bought his.
You also have the option of using a Palm Pilot, or some such PDA, with some special software and cable/adapter. I believe it gives the same amount of info, however, the big plus here is datalogging. Sorry, no link here, but it can be found easily using Google.
But nothing beats the MasterTech Scanner with the Honda software....after all, it is what they use at the factory (as far as I know).
EDIT: I would have still bought it for that price, as it does WAY more than described. The CEL comes on, no shorting anything....plug up and you'll also have some freeze frame data when that particular malfunction occured, as in other sensors data to help in troubleshooting.
