Default Why is my gas efficiency only at 13 MPG?

I get around 13mpg city and 20mpg highway in my 97 prelude with almost no modifications. I know it is not because of my driving habits, because i tried every gas saving tip. What could be the problem with my engine and how do i get more miles?

Maybe change the fuel filter, do a valve-adjustment, change the cap & rotor, and new sparkplugs.

I've changed all of that, kept my rpm below 5000, and my tire pressure is perfect. Should i change the thermostat and flush the radiator?

How many miles are your preludes gettin?
