Default Timing Belt Change, 2 quick questions

It's my first time working on a h22a ('97 Type SH) and I'm changing the TB, WP, etc on his car. The helm's instructions are kind of vague, but I assume you install the t-belt on the all of the cam gears, pullies, etc. Before installing the auto tensioner, right?? That seems to make more sense to me, however just wanted to confirm b/c the directions don't seem to follow a specific order. Also, I didn't purchase the stopper tool from honda, have you guys used anything else besides it? BTW, I'm not doing the auto to manual tensioner conversion.

you can use a zip tie to hold the auto tensioner after you compress it. no need for the honda tool.
