How many teeth on timing belt between TDC arrows on cam gears?

How many teeth on timing belt between TDC arrows on cam gears?
I just put a new timing belt on my car, but it seems pretty loose on the top. How many teeth are supposed to be on the belt between the two top arrows?
I counted 14 on mine, but it is really loose.

It is a 97 prelude w/ H22. Everything is set properly at TDC. And after 8 revolutions everything still lines up. I stayed with the auto tensioner. Currently the auto tensioner still has the holder on it...I have not taken it off to put tension on the belt yet.

that would be why, put tension on the belt, rotate a few times, and double check to make sure you are still where you are supposed to be.

I figured it out. I still had the bracket in the auto tensioner holding it while those pics were taken. I took out the bracket and rotated the engine a few times and everything tightened up.
