Lights flickering...not alternator
Hey guys. I picked up a 99 Civic EX and I noticed the interior and exterior lights flicker. It doesn't do it all the time but will do it, stop for a while, do it again, and keep repeating. I also get the SRS light coming on for a few seconds then goes off for about 30 seconds and back on again. It happens randomly like the flickering. I took the car to Autozone for the free alternator check and it passed all 3 tests their system runs on it. What could be the issue?

I have the same problem and I read somewhere on the net that it could be the Electric Load Detector but this is a first for me has anybody heard or know what it´s for and can it be causing the flickering. I noticed my flickering happens when i gas the car if i stop at a light or driveway or anywhere and the car is still running the flickering stops but it starts again when i put it in motion. My voltage is 14.5 throughout the car is that normal...shouldn`t it be little over 12?

14.5 is a good voltage reading, I suspect your issue as well as the OP's issue may not be ELD related but rather a loose or corroded ground wire somewhere though I'm not positive on this.

Google "fuse 15" and "civic".
You probably have a wire that rubbed thru. Check fuse 15 in the dash fuse box. It's the alternator/VSS fuse. Yes...I read the title of the thread.

Re: Lights flickering...not alternator
I had the same problem then mine eventually started popping alternator fuses all the time . Turned out the downstream o2 sensor wire was running the exhaust ground ing out causing it to throw that same code

Thanks guys. I will try checking the fuses and ground wires first and see where that leads. If that doesn't solve the issue I might just get a new alternator. Its a very intermittent issue. Some days it never happens and others it does it on my ride to and from work.

Anyone have a layout for where all the grounds are located on the car? I know where a vast majority of them are but want to make sure I check all the ones that could potentially be causing the issue.
