Default Heater problem

i have a 92 cx and even though it may be cooler out side hot air come in thru the vents even though its set all the way to the cool side, i thought it might have been the heater core so i disconnected it but it still continues to vent hot air in only thing that i can think of is that the seal at the top of the engine bay is worn out. any ideas will help
