Default Electrical Issue?? Not sure.

I have a 1993 Honda Civic EX and am experiencing issues for the past few months. Now before I state what is happening, let me say that since I've owned the car, it has always had a 1-4/5 sec delay from when I turn the ignition to ON and the car actually starting to crank.

In colder temperatures however, the car often will not turn over at all for the first start of the day. The car has power, the fuel pump primes, nothing goes dead when I turn the key. Just nothing happens.

The odd thing is, the only way I have been able to get it to start cranking, is by pulling the 15A ECU fuse as well as the 7.5A Back Up fuse. I wait a few minutes, install them and it usually cranks.

It is a stock D16Z6 with a P28 computer. I'm getting no check lights whatsoever. Its hard to diagnose, because like I said, it only happens very first thing in the morning, The rest of the day, the car will crank 100 times over and over.

I am a little baffled as to what may be going on, any ideas/help would be appreciated.

What have you done past reseating fuses?

go have the battery load tested ..sounds like a dead cell in the batt
try starting with head lights on if they go real dim when trying to start its your battery
or real bad connections

Its a no-crank issue. Battery was replaced a few months ago (not ruling it out) as well as the terminals.

I've gone over connections, grounds, relays. Ignition switch? I'm not sure.

I should have mentioned it is converted auto to 5-speed. I'm sure that harness ties into ignition at some point.
