Default Brake lights staying on

Trying to help out my lil brother on his 99 EX coupe. He went to start the car tonight and it was dead so I gave him a jump. When he got home and turned off the car we discovered that his brake lights were not turning off.

I pulled the horn/stop fuse under the hood and replaced it since that was the easy place to start but it wasnt a bad fuse, the lights still stay on.

Where is the relay for the brake lights? Thats might next best guess. I'll have to check the brake switch too.

Any help would be appreciated. Biggest thing is needing to know where the brake light relay is and what other possibilities you can come up with. Thanks!
