95 civic ex no fuel prime
OK so of course I'm new here. I will try and not mess this up too bad lol. I am on my phone at the moment so no promises.
So here's my deal. I have a 95 civic ex coupe
Did a b16 swap on it about a yr ago. Recently had to replace the transmission. Also had the ecu chip reflashed because before replacing the trans the chip lost its data and computer was running on d series map (7200 rev limit and bad gas mileage)
So I do a recent overhaul while I have the motor n all out of the car. Seals gaskets etc
So I get everything wrapped up bolted and plugged back in ready to crank it up
I turn the key to ign2 cel comes on like it should but never goes off. Now I'm like wtf. I do it again. Now I can hear that the fuel pump is not priming.
I then begin the long process of troubleshooting and no answers. I've looked all over the internet. Tested many many test and still nothing.
Heres a break down to make all that rambling wasted lol
Turn key and car cranks but doesn't start
Fuel pump doesn't prime
Cel stays on
Tried multiple computers (p28s)
Tried multiple relays (even tested current one hooked to battery then ohm out and all clicks worked fine and everything ohm out as it should)
I have checked every fuse many times
Checked tstat ground and others
Tested relay harness. All pins tested right voltage but the last one in the test I think the yellow green to the fuel pump. I can double check I'm heading g over to the car as soon as I'm done with this. But it had no voltage
I did jump the pins at the relay and pump kicked on
I'm just pretty much lost now. Everything seems to be testing good as far as the parts but voltages have been off in some places. Like no ground at injectors. I feel its one thing cause problems with multiple items. I.e.a ground wire
Any help would be greatly appreciated friends are not any help right now lol
So hopefully it makes sense. I'm going to work on the car now and will have my phone on me

Sorry didn't see that still on my phone. I don't remember which ones. I followed a test I saw online. I believe I jumped the ground to the whatever fuel pump wire. Not sure unfortunetly now

Do you have a multimeter?
Your tests indicate no problem on the main relay side of the fuel pump circuit.
The next few tests are on the ECU side of the circuit and require a multimeter.

Unplug ECU connectors A and B.
Turn key to ON(II).
Measure voltage to body ground at pins A25 and B1.
Measure continuity to body ground at pins A23, A24, A26, and B2.
Post the results.
Turn key to ON(II).
Measure voltage to body ground at pins A25 and B1.
Measure continuity to body ground at pins A23, A24, A26, and B2.

Hmmm...Can you depin A23 and A24 to attach wires that ground on the metal frame under the dash. The re-insert the pins into the connector, plug the connector back into the ECU, and check whether the pump now primes with the key.

OK so I depinned a23 and 24
Decided to ohm them again
Now they ohm out fine
Think my meter just didn't get in there good
But to confirm it wasn't the pins not set in right I plugged it back together and still nothing has changed

Okay sounds good.
Plug everything back in.
Unplug the MAP sensor.
Turn key to ON(II).
Measure voltage to body ground at all three connector pins.
Plug everything back in.
Unplug the MAP sensor.
Turn key to ON(II).
Measure voltage to body ground at all three connector pins.

My initial conclusion:
1) The ECU is bad
or
2) One or more of these ECU connector pins (A7, A25, B1, A23, A24, A26, and B2) is not contacting the corresponding pin in the ECU.

If you jump the service connector, does the CEL blink any codes?
If you do this^, does the CEL turn off when the key is in ON(II)?
1) The ECU is bad
or
2) One or more of these ECU connector pins (A7, A25, B1, A23, A24, A26, and B2) is not contacting the corresponding pin in the ECU.

Throttle angle sensor
