He needs to test 5 with the key in ON(II). Does it now have voltage? When he jumps 5 to 7, he also must turn the key to ON(II) and then listen for whether the fuel pump primes.

This suggests that your friend did not find fuse 24 and test it. Fuse 24 is most likely blown. When he locates fuse 24 and finds it blown, please tell him that he's a knucklehead.

Bad fuses don't always look bad. You need to test them.
Have him turn the key to ON(II) and then test for voltage individually at each of the two top metal test tabs of the installed fuse. Do both tabs have voltage?

i feel you on that it was like breaking teeth to get him to actually do sumthing i asked him ! sucks cause it was over the phone i wasnt with the car but can i have a idea on what might cause it too pop?

another issue hes throwing code 19 car used to be automatic but its been stick for like 8 years any idea why it would throw that code now?

Found this forum checked all fuses and then jumped 1 and 7 the fuel pump primes. Jump 5 and 7 nothing. Checked the problem fuse (24) and it's good. Get voltage top and bottom with ignition in II.
What's the next step since the OP's problem was the fuse?
I also noticed when I put the ignition in II the park and D3 light are on. Not sure if this is normal or related.

Your tests suggest that the Blk/Yel wire is broken somewhere between the dash fuse box and the main relay connector. Based on your test results, the Blk/Yel wire terminal in the main relay connector will lack voltage to body ground. Pierce the insulation of the Blk/Yel wire at points further away from the main relay connector and dash fuse box to test for voltage in an attempt to pinpoint the break in the wire.

Ok after checking and finding power at terminal 5 blk/yel. I redid the jump and apparently didn't get a good connection or it was too loud earlier because the fuel pump primed.
What would be the next check?
No spark and we were getting no fuel when changing the fuel filter earlier.
Does the D3 light being on when ingition is in II mean anything?
