Default 92-95 Civic EX automatic owners, what RPM does it shift at? 6400 or 7200?

I am wondering because when I did the Y8 mini-me swap, I used the P28 ecu from a 92-95 EX w/ auto tranny. (yeah my car is automatic ) I also installed an 92-95 EX gauge cluster (from an automatic car) cause my dx cluster had no tach. Well I always thought that the P28 ECU was supposed to redline/shift at 7200. when I am revving it out my car will only shift at 6300 or 6400. never any higher. Vtec kicks in at 5000, was hoping to have more than 1400 RPM in Vtec range...
I have adjusted my throttle cable/ pedal and yes the throttle is wide open when the pedal is all the way floored. Is there any way to get some more RPM's, or is an auto EX suppesed to shift at 6400? thanks
