Default 12V outlet not working 2006 Civic Si

My 12V accessory outlet in the front dash is not working on my 2006 Civic Si. It was working fine and I had something hooked up to it and I was driving, then all of a sudden it stopped working. I think I overloaded it, but the fuse did not blow. The outlet in the center console still works fine. I checked and even replaced fuses 28 and 29 and still no success. Any ideas?

A search turned up that there is a TSB that replaces the actual outlet:

Make : HONDA Model : CIVIC Year : 2006
Manufacturer : HONDA (AMERICAN HONDA MOTOR CO.)
Service Bulletin Num : 1105
Date of Bulletin: NOV 16, 2005
NHTSA Item Number: 10018257
Component: ELECTRICAL SYSTEM
Summary:
ACCESSORY POWER SOCKET INOPERATIVE.

But I can't find it in PDF form from Honda. Anyone help?
Or any other ideas?

I was gonna say fuse, but you covered that already. Hmmm seems odd. Maybe contacts need to be cleaned with alcohol?? You didn't spill anything near it did you?

Can't find the TSB, but found this in Honda's August 2006 "Service News":

Update: Tried the relays and they are fine.
Also checked and both sides of the fuse are getting power so it must be something after the fuses.

Any ideas?

Looks like I have the old accessory tip, makes sense because my Si was a march 2006 build and has never had it replaced. Maybe I should just go ahead and do this anyways?

I got a hold of the circuit diagrams for the accessory circuits. I am pretty sure my problem is with my socket. So if anyone can please please post or send me that TSB for replacement of the socket that would be awesome. Or tell me the best way to access it

Here are the circuit diagrams if anyone needs them:

Ok so the outlet itself is supplying power, meaning when I use a voltage tester to the inside of the socket it tests positive. I thought it wasn't the other day but idk. So I guess it must be a ground problem somewhere?
