Soft break on 92 accords sometimes.

Soft break on 92 accords sometimes.
This Sunday while the traffic was slowing down on the freeway after costing the car for a few seconds. I applied the break and the breaks felt that it was not engaging. I have to depress the breaks very low.
Later I tired to recreate the previous situation in a quite street, but cannot reproduce it.
I check the break fluids. There is enough fluid. Chek for fluid leaks. None could be found.
I never disconnected any of the break lines before so I don’t think it is air in the breaks. Besides if it is air in the breaks should the breaks be soft all the time?
The break pads are old but there are plenty of bad left.
Today it seems to happen again, soft breaks.
What could be the possible cause of this?

Sounds like a master cylinder crapping out on you. In a rarer case it could be the prop valve, but I'd doom the M.C. first.
