Default Mystery Smoke Coming From The Hood.

Ok. So if I'm driving around lets say... in the rain or snow.. and I approach a stop I see smoke coming from my hood. Not alot but basically on the surface of the hood. I called Honda Pertaining to this Recall

1996 Honda ACCORD Recall ID from NHTSA: 98V231000
Auto Recall Date: 09/22/1998
Vehicle Component: ELECTRICAL SYSTEM:WIRING:FRONT UNDERHOOD
Estimated Vehicles Affected: 967771
1996 HONDA ACCORD Defect Summary:
VEHICLE DESCRIPTION: SEDAN, COUPE AND WAGON PASSENGER VEHICLES EXCEPT THE DX MODEL AND MODELS WITH V6 ENGINES. THE FACTORY INSTALLED AIR CONDITIONER WIRE HARNESS WAS IMPROPERLY ROUTED ALLOWING SOME WIRES TO RUB AGAINST EACH OTHER, EVENTUALLY CAUSING A SHORT CIRCUIT.
Defect Consequence:
THE SHORT CIRCUIT CANPOSSIBLY CAUSE THE UNDERHOOD WIREING TO OVERHEAT AND SMOKE, CAUSING A FIRE IN THE ENGINE COMPARTMENT. A SHORT CIRCUIT CAN ALSO RESULT IN A BLOWN FUSE OR DEAD BATTERY.
Remedy:
DEALERS WILL INSPECT THE VEHICLES FOR PROPER ROUTING OF THESE WIRES. ANY HARNESS IMPROPERLY ROUTED WILL BE INSPECTED FOR DAMAGE AND THE ROUTING WILL BE CORRECTED. IF ANY INSULATION IS WORN THROUGH AND THE COPPER WIRES ARE EXPOSED, THE HARNESS WILL BE REPLACED. DEALERS WILL ALSO INSTALL PLASTIC TUBING TO PROTECT THE HARNESS.
Notes: AMERICAN HONDA MOTOR CO.,

I'm thinking what if it wasn't done correctly and wires are rubbing together thus causing the smoke. The temp gauge while I'm driving is normal. Heat works fine. When I pop the hood and try to trace the smoke I see none. I even look at it from an angle to see if I could find where it was coming from. I have no lights coming on or anything.

Go to the dealer and ask them to run a VIN status inquiry to see if the recall has been done.
But I'm also wondering if you aren't seeing steam/evaporation from the moisture on the hot hood.
Seems like if it was wires smoking you'd see the smoke all the time and not just in rain/snow conditions.

yeah about the steam.. wouldnt that mean that all cars would smoke on the hoods.. i thought they made some kind of insulation or something. I have a stock header with a shield on it by the way. and NO i don't plan to touch it

I called Honda, gave them my VIN, they said recall work was already done for my car. So I left it at that.

Next time it snows start your car and let it idle. If the snow melts off the hood then that will cause steam (smoke). I haven't owned a car yet that hasn't melted snow off the hood if you let it idle. Any under hood temps above 0/32 will melt the snow off your hood.
