try plastic polish

mother's plastic polish are great, if the headlight is not too bad, you don't even need to sand it. It works best with a rotary polisher, portercable FTW(i just replace my el cheapo 6 inch with a faster portercable sander polisher)

if you can't get it off, try wet sand it with 1000 grit sandpaper, it will turb whiteish and you need to polishe it then.

Either that, or some compound with high abrasives, to cut through the lens surface. You might find that as "heavy duty" compound on some auto stores.

Usually for this do you clean the outside or the inside of the headlights?

you use this to clean the outside only if they are discolored.
Also another product to try is GS27. It's hard to find but it works great.
