95 Honda Accord Brake Issues.

95 Honda Accord Brake Issues.
Recently acquired a '95 Accord EX from a Neighbor, it's the 4 cylinder.
He gave up on fixing after replacing the master cylinder, rear brake lines, Calipers and more.
The brakes work, but only mechanically so they go to the floor. and sometimes when pressing to the floor, they lock and cause the vehicle to skid.
I have a child, and can't afford to have any accidents.
I was told the brake proportioning valve is the culprit, but I can't find new ones anywhere online or in parts stores.
Can anyone point me in the right direction?

If it takes a lot of effort on your part to applied brake then i would suspect vacuum booster - step on brake pedal with car off, pedal should raise up every time you step on it, keeping your foot on brake pedal after it raised up and crank up car, the pedal should not drop more than 1 inch...
