94 Accord V-TEC, clogged EGR ports and Emissions
I have a 94 V-TEC that the previous owner did not maintain well and although I have not looked at the EGR ports under the manifold, I assume they are clogged because of the condition that the rest of the car was in - the vehicles history.
I need to get the vehicle inspected and do not have the time to spend on the disassembly and cleaning of the EGR ports right now, but I plan to clean them out at a later time. So, the question is will clogged EGR ports cause an emissions failure?

Yes....they can cause the car to run high NOx emissions. However, if your state doesn't measure that, you're good.
You'll just haev to live with stuttering take-offs.

EGR port clean on that car is really no big deal and takes less than 2 hours

I passed the emission test with "insufficient flow" tripping the check engine light.
All I did was clear the light and took it in right after, before the light was able to come back on. Usually it takes a while for the light to come back on for me.
On my test printout it just said EGR system: Not ready - or something similar - so who knows, maybe they didn't wait long enough to test it. Shrug.

You don't have to deal with drilling or reporting anything with the 94-95 Accords. Just make sure you get new O-ring gaskets for the injectors and basic tools w/Carb spray. You'll thank yourself for the results after its all done
