94 accord egr system

94 accord egr system
Can somebody tell me if a faulty egr system will cause a car to NOT start. I ask because
i checked my code and it said 12 bad egr. Now the car wont start sometimes and it seems that if i disconnect hoses 16 and 24 by the control box and blow in them then half the time the car will start. Can't tell if it is one or the other because it seems as if sometimes it #16 and the other times its #24. Today that didn't seem to be the problem and when i started messing around in the control box area it seemed as if something popped in the solenoid and then it started. after a couple of startes it wouldn't start aagain and then the hose trick worked. Very confused and short on funds so all help would be appreciated. Can you clean the solenoid?
Sorry for the rant but really need the help. Car has 350,000 miles on it and i need it to go another 300,000.

The egr valve is really strong. The only way the car won't start if you have an egr problem is if the valve is being forced open because it won't just stay open. So if you disconnect the vacuum hose that goes to it and the car still doesn't start the egr valve is not the problem.
However, keep in mind, I am about 99 percent certain the egr valve being forced open due to a bad egr circuit is not causing the car not to start.
Next time the car doesn't start you need to check for spark and fuel.
