Default 91 Accord overheating when Idle

Basically car overheats because the fans are not coming on unless the ac is on or the car is off. replaced the fan switch at the therm housing. Still happens. When I short the plug for the switch with the key on, the fans come on. Any ideas? Bad switch still?

small update

i let the car coll the whole way down, started it up again, waited for it to heat up at about 80% to Hot, the fans came on for about 30 seconds, then went back off, the temp gauge still shows about 75% to hot.

Edit: It sees this fan switch just runs hotter than the last one. Thanks!
