1990 HONDA ACCORD TURN SIGNALS

Hello I have a 1990 HONDA ACCORD not sure if its a problem or not but when I turn on the blinkers or hazards the rear outer turn signals work fine but on the inner trunk lights they don't flash at all on ether side. My question is are they supposed to flash on the inner trunk tail lights on the yellow part? If so what could be the problem causing them not to flash?
