Question #1
Will 0.020" oversized rings work for my build after they are filed to fit or will they exert too much force against the cylinder wall?
ANSWER: No, they are too big!
Question #2
If I need to use 0.010" rings, where can I find them? I've been searching and everyone who I've found that carries them are out of stock.
ANSWER: If your cylinders are big enough to need 0.010" on a Civic, you should have it bored to 75.50mm and use oversized pistons and rings.

And just so that I am actually giving useful info rather than simple taking:
Here are some Standards and Service Limits in millimeters from the '96-'00 FSM
___________|_Standard (New)___|_Service Limit
Bore Diameter|__75.00 - 75.02mm _|__75.07mm
Ring End-Gap_|_Top: 0.15 - 0.30mm_|__0.60mm
Ring End-Gap_|_2nd: 0.30-0.45mm _|__0.70mm
Ring End-Gap_|_ Oil: 0.20 - 0.70mm__|__0.80mm
The Piston Clearance in Cylinder (measured at 5mm from the bottom of the skirt):
Standard (new): 0.01mm - 0.04mm Service Limit: 0.05mm

I've been trying to squeeze in this build between very long hours at work lately and mixed up inches and mm. I feel like an idiot. Anything that was inaccurately stated has been corrected.
In conclusion:
If your cylinder diameter is within spec for "standard (new)" after honing or deglazing - even if you're at the service limit - and if your cylinders do not have significant taper, standard pistons and rings will work just fine.

I was under the impression if you are within service limit for the 75.00 setting, that the standard rings would fit.
It appears that isn't the case.
Hopefully an experienced engine builder/machinist can chime in. I edited your title to be a little more explanatory or so I hope.
It appears Total Seal rings offers .20 .30 .40 and .50mm oversizes in the D16Y series rings.
