strange OBD2a B18C idle issues

strange OBD2a B18C idle issues
Okay, I've got 2 strange idle issues, and I suppose they're both related.
1). when I go to take off, my car does a single burp or studder before taking off. It ALWAYS does this at a certain throttle position (TPS?), no matter what gear/speed. It always does it at that certain throttle position. It's like it hesitates and then it's fine after I pass that throttle position.
2). when I clutch in (take it out of gear) to come to a stop the tach is stuck at 2,000-2250 RPM UNTIL I come to a stop, then it idles perfectly normal. The car wants to "drive itself" at around 2,000 rpm.
Car sat for a while, so I know something is stuck.
Where do I start?

tps can cause both of these. only the oem tps sensors should be used. i've read of new blox and aftermarket sensors causing this crap mainly because the voltage is not sweeping. your idle is effected by the following
1. tps
2. iacv
3. timing - this means both ignition and cam
those 3 are the biggies, what tps do you have on your throttle body right now? i have the oddest feeling it's not oem

The timing is fine...
(we just put the motor in)
But here's the strange part, the screws were loose on the TPS, so I suspect it first. Will check the voltage sometime this week and let ya'll know if the sweep is clean.
