When does it blow?
1 As soon as you put it in.
2 As soon as you turn on the ign.switch.
3 As soon as you turn on the A/C.
4 As soon as condensor fan turns on.
Do you own or can you borrow a multimeter or 12V test light? 94

Fuse 35 - 20A, [hot at all times] in engine bay fuse box, assuming it is the one that is blowing, is power for the condenser fan relay and A/C compressor clutch relay.
I would start by unplugging both the compressor clutch and the condenser fan relays, install fuse and see if fuse blows, if not plug in the condenser fan relay then the A/C compressor clutch relay to see which is blowing the fuse [engine must be running].94

Fan motors usually fail to a short(blow fuses) while AC clutch coils usually fail open(just don't do anything). It's easy to check with a DVOM. Use resistance testing to get an Ω reading. OL or something over 100Ω is open, less than .4Ω is a short.

I’ve got a 98 civic I recently put all the a/c stuff back in, my a/c fuse keeps popping when I put the clutch relay in. But the clutch was engaging a few days ago, I’ve made sure that the plugs for the clutch and condenser fan are tight and the ground wire for the condenser fan is grounded to the body, this issue has me stumped. I really don’t want a sweaty back all summer so the sooner I can fix this, the better lol
