How does the 3 inch perform at part throttle or normal street driving? Do you lose throttle response. All the dyno gains we've seen are at WOT.

Yes. turbocharger.
For auto-x, you're only going to be in 2-3 gears anyway, in which a 3" exhaust is not going to help you in the powerband that you're looking for for that kind of racing.
I used a simple 2.5" with Resonator, CarSound High flow cat (2.5" collector Spoon Header) and a Greddy Evo II muffler. It made over 200whp and this is my wife slowing down at a shakedown of the brake system.

There's no need for 3" trying to believe it will make a big difference in the mid-range.
