Icon3 1999 Honda Accord LX 2.3L Timing Belt

I have a 1999 Accord LX 5-speed Manual with 198,xxx
About 3 months ago i had my mechanic put on a new timing belt/water pump... the whole mumbo jumbo... any way i had read on here that a little whining from the belt is normal due to the belt being to tight to start off with. Heres the catch... it has been at least three months since it was changed and i still get the whine. on cold days i never really notice it till the engine warms up... but on days like today (High 65 Low 46) i have noticed it constantly at low Rpms... When you bring the RPM's up the sound gets higher and higher till it reaches a pitch that blends with the engine and I cannot hear it anymore. I am 100% positive it is coming from the timing belt... any ideas of what i can have the mechanic do? Or what i can do myself, im a diy mechanic with 1 year tech experience under my belt.
