If it's World Challenge, they have a spec tire, the Toyo Proxes T1S (or that was it last year anyway), which had a fairly soft sidewall. A lot of the racers ran larger diameter wheels to counter that, and also just because the tire wasn't offered in many smaller sizes.

For normal DC2R should keep 15" instead of 16" or 17" rims?
They switched to use K20 engine because the K20 engine has more potential or just 2.0L displacement? Can B18C do the same thing or make it to 2.0L?

Sure, the B18C can either be stroked or overbored. When this is done the engine's peformance is near it's limits. This type of engine modification isn't legal by NASA rules for Honda Challenge.
