Passing Emissions???

Passing Emissions with Port Job???
-Im reposting this from the Integra forum - Idont have a ITR, but you ITR guys have been a lot more helpful in the past...
-If i port/polish my head (setup in signature) would i be able to pass emissions if i use that Exhaust Valve Control (EVC) from Arospeed right after the catalytic converter?
-My reasoning for it 'possibly' working: Porting increases exhaust flow - EVC will decrease exhaust flow (at the pull of a lever) - Placing EVC after cat' will keep exhaust gasses in the cat' longer to burn more complete OR Can put before cat' so there will be less gasses to burn so cat can burn more efficiently.
-So what do you guys think of my reasoning? ? ? Its just a idea! Im not an expert on emissions but i hope an expert can help...
