I believe you can get it out without removing the headlight, You have to unscrew and unbolt the ballast and sits behind there

You have to buy a torx either t-20 or t25 to remove the black metal box behind the balast. There are also four phillips screws and two ten bolts on the black box. After that the entire box and frame support should come off, giving you access to the ballast. Twist the ballast counter clockwise and this will leave the bulb exposed, being held in by just the clip.
Installation is the reverse. Good luck.

Re: 98 spec HID bulb change
Yes, from what I remember when replacing both D2S bulbs, I had to remove the entire headlight assembly in order to get to the ballasts. Before I had to do that, I had to remove the grill and bumper. The headlamps are fastened to the front bumper support. There's probably a shortcut to removing the headlamps in order to get to the ballasts but I didn't want to mess anything up.

I changed out the bulbs.
Must take off the bumper in order to take the headlights out.
Its so jammed near the ballast when the headlight is on the car, I dont think its possible to change the bulb without taking the headlight off the car.
