Default timing issue..take a look

ok..my friends and I dropped a b20 into a 94 integra. we started it up..and it seems like it may have a vaccum leak. besides that...we went to time the car...and the timing is on with the distributor all the way to the front of the car. (fully retarded?) but even with the timing on..it runs like complete crap. im kinda sceptic of all this. it just doesnt seem right. am i timing it wrong? shouldnt that dizzy be somewhere in the middle? and not all the way toward the front of the car?

it idles a little different. but not much. would a vaccum leak cause any trouble with timing it?
