A test only center just goes through the car more than just a smog. They will make sure that all your lines are connected where they should be, compared to a smog that just takes a quick look .

because this one guy told me he'll charge me 250 to pass the smog, since im running straight threw piping, is that too much?

Ya u wont pass cause your levels will be to high!!! I did not pass mine after having my straight through takin off for a week.

A few observations:
1) Running without a catalytic is just plain lame. Go get a nice (illegal in cali if the new is newer than 11 years old) high flow cat and be done with it, no reason to foul up the environment for 1 horsepower, and the tech will never notice it isn't stock so you'll pass.
2) I've paid less for illegal smog checks ($100 - $200), but my car failed the visual and passed the sniffer test with flying colors. Seriously, it isn't hard to actually pass with a properly tuned car. But no, that isn't an overly high price these days, especially the risk you're asking the tech to take.
3) Test only just means they can't fix it if it doesn't pass. They just test the car, pass or fail. Those shops are also much harder (in my experience) to find a mechanic willing to risk his certification and jail time to pass an illegal car.
Either way, good luck with the test, but get a cat back on the car.

uumm yeah ok so price is ok these days?...thats all i wanted to know, and no, high flow cat sucks, i felt a great amount of response on top end with the straight pipe, especially in vtec, ok well thats about it for this thread, thanx to everyone who posted..

hey need some help quick - have a week to pass smog test on a civic i just bought from the east coast - i have a test pipe and a non CARB approved header - any suggestions on where to take it and how much??

I agree with this. In SoCal the going rate is around $250, as you said. In Northern CA where I live, the "going rate" is around $350. It sucks and I wouldn't feel bad when 1 out of millions of companies puts out as much air pollution as 1 billion cars.
