your tire size isn't gonna help **** for caliper clearance, i hope you know
and if you aren't referring to caliper clearance, then you don't want to put a 45 series tire on anything but a 16 inch wheel.

Re: Smallest Wheel On an Integra (low430)
I would definitely advise you to get a set of 14 inch steelies, you should be able to find a set with some used tires for $100 or just a set of 4 without tires for $50 or less. They will clear your calipers. Now, if you are using stock wheels, you are using 15x6 with probably a 195/55r15 or 205/50r15 tire.
They are pretty similar in diameter, and if you were to move down to a 14 inch wheel, you could run a 195/60r14 (stock size for Integras on steelies in 94-97) - that would mean the sidewall is 117mm (on each side), as opposed to the 107.25mm sidewall on your 15s. Of course, 1 inch is 24mm (12mm on each side).
So, when running 15s, your diameter is 574.5, and when running 14s your diameter will be 570mm. If your chains are less than 3mm wide when on the tire, you might be ok, but to be safe, I would use some 185/60r14 tires (558mm) because it leaves a good 1cm of room. If that's still too big, you could try to find some 185/55 tires, although they tend to be expensive. 185/60 tires are usually dirt cheap.

Re: Smallest Wheel On an Integra (low430)
if you have those 98 LS 'snoflakes' on, just turn those into your 14 inch snowtires, put a slightly lower width and sidewall tire on so you can fit the chains, and get yourself a set of 15s for the summer. If you like your current wheels, then get steelies and downgrade one tire size. If you can, mount the chains and see how thick they are, then play with the sidewall and width measurements a bit.
Your only other option is to find a 14 inch wheel that is fairly wide (>6 inches), that way the sidewall will seem thinner because it is spread over a larger area, so it will leave more room for chains.

Re: Smallest Wheel On an Integra (purplegsr)
I agree with purplegsr, turn your 14" to your snow tires and get 15" for the summer. I have those 98 LS "snowflakes" steelies mounted on snow tires. My car came with alloy rims and they said it's best to have 2 sets of rims for summer and winter. For the winter I'm running 195/60/14, with Arctic Aplin snows and they are great!

run 185/60/14 and you're set... but the shitty thing is that crappy tire that sells the Alpin tires won't mount a 185 unless you already had a 185 on there to begin with..

That's why I stayed with 195/60/14 because with snow tires, the sizes are limited if you want to get a good set of snows. BTW, I never buy my tires at Crappy tire. There's a reason why they're called Crappy tire. hehehe

Sorry, can't help you with the first question, but the second question.
I would leave the snowflakes stock. They're called snowflakes for a reason. If you want that black look, just don't bother putting the cover on. But it's best to have it on because snow will get into your brakes and that ain't fun.

they are aluminum... there is a small centercap. Is this the "cover" you speak of?</TD></TR></TABLE>
Not sure if I have the same rims as yours. I got mine off of a 2000 SE (I think), that has the big cover, looks like a snowflake. Whoever bought the SE, wanted to upgrade to Alloy rims, so I got these for $230 from my dealer and I use them only for winter. Anyways, the cover doesn't have to go on if I don't want to put them on. But personally I think it looks better on.
