Default Searched and couldn't find anything (car wont start)

Like it says my car wont start, just turns over. It is a 90 integra. I just finished a turbo install, and replaced pistons rods and a new head, walbro 255 fuel pump good fuel pressure. Here is the list of things i have tried. I am getting fuel looked in each cylinder, I am getting spark, Timing is on. The ECU is chipped using turboedit, tried a different stock ecu. If I let it sit for a while it will try to fire. It's like it is just flooding itself and wont fire. Looking for some thoughts.

I tried that late last night with no luck. Tonight I am going to check everything again. like firing order, spark, fuel. You can never check to many times.

It came really close to starting last night after I got some new spark plugs. I might try to find a good distribtor and swap it out.
