old front shock mounts, add washers or leave alone?

old front shock mounts, add washers or leave alone?
1991 GS 3dr
my OEM shock tower rubber has shrunk and the nuts on the top of the fender (in eng bay) are bottoming out on their travel b4 the rubber is tight beneath the washer
hence I have shock-knock (over bumps)
I neither have time or money now to replace the mounts as I know I need new shocks and once I get started there it will be more than I can afford or finish atm
MY QUESTION IS:
Should I put some washers under the nut to make it snug the rubber ?
Or let it shock-knock for now? (will adding washers cause the rubber to fail?)

are you sure that the washers on the strut rod are installed properly to begin with? i have never seen the rubber shrink and the nuts "bottom out", and i've owned 27 different cars....
