Re: next upgrade for my 95 gsr (rotascircuit)
if u dont wanan go turbo and dont want to spend a shitload of $ i would definitely look into ctr/stage 1 cams and a chipped p28 ecu and maybe a b16 tranny

suspension or lightened flywheel. there is alot that go into a set of cams, like marty said. ecu and a tune, upgrade springs and retainers. if you only have a couple hundred, a light flywheel will make the car feel alot better.

Put some decent performance suspension on, maybe upgrade to an ITR trans, a lighter flywheel would make a difference as will as the trans would, maybe a different intake mani?

i like your thinking, sg.
OP: i would def. go with some chassis upgrades before power modifications. your car should be able to handle and stop well before it will run a faster quarter mile.
and i am biased about this, but i DEFINITELY agree about having some serious security. whether you want to buy an alarm, or just wire up some kill switches (or both), do something before your car gets raped like mine (twice, luckily recovered the second with just a broken ignition/steering column. but you might not be so lucky).

Re: (naRIPSTA)
i agree with pretty much what everyone said. i would also add make sure all your maintenance is up to date on the car too. makes no sense to mod a car that isn't running well.

anything you do before a good suspension, and good tires is a waste of money.
WASTE OF MONEY!
(that is of course, assuming all maintenance is up to date).
