Default Need help with TDC on obd1 ls motor

Hey, I'm having trouble setting the cam gears to TDC. Before putting the head on, I turn the crank to set the #1 piston to TDC. For some reason my cam gears not set to TDC and was wondering what can I do to adjust it. Is it possible to turn the 14mm nut in the center to make it level? Here are some pictures for reference.

take the timig belt back off. and advance the exaust cam gear forward, then put the timing belt back on the 1stcrank gear, 2ndtensioner,then the water pump, then remover all the slack between the crank and the exaust cam then put the exaust cam on then the intake cam/ tightn the tensioner and then crank it over and see if it lined up agian.

i hope that makes sence

Yeah, I aligned the holes on the camshafts, but didn't put any punches to make it stay in place. I'll give that a try.
