Default Integra all motor non vtec into the 14's at altitude

I was wondering if I could make a non vtec integra all motor into the 14's at elevation, and spend around 4000. Would that be possible. The motor already has type r pistons, crower cams, valve springs, intake and cat back exaust, forged rods and some other stuff. By the way this is accually not brad it is someone else.

what elevation?
Denver is the "Mile High City"... so give or take a 1000 or so depending on where you are before you hit the mountains.

As far as getting it under 14 for 4k, then turbo that bad boy I would say. I cant see any reason that with the motor you have described, and with a properly tuned turbo/motor combo, that you could not get 14's.
