I just removed a broken stud from a head yesterday with a screw extractor. It's easy. You drill a small hole in the middle of the screw, then you take the correct size screw extractor, attach a tap-and-die set wrench, then put it in the hole and turn left.
If your B&D set broke off, it might have been because you used a drill. I got a cheap set from Autozone that worked fine, but I used a manual wrench from a tap-and-die set, not a power drill. I'm not sure these are meant to be used with power tools; they're probably too brittle.
As for the stud that still has part sticking out, if vise-grips don't work, there's another tool called a stud extractor that goes over the stud, and attaches to a standard socket wrench. The screw extractor trick would probably work there too, though.

i bought a cheap *** screw extractor from home depot and that **** snapped on me. i took it to a shop and they used a "snap-on screw extractor" and that **** broke too. i left the motor there with them for 2 hours and they were finallly able to get it out. they rethread the dam thing too. only charged me $30 bucks for everything. but heres the thing. when i screw in a bolt its pretty loose. like im able to wobble it around a lil. they warned me not to torque down the bolt. what i want to know is it safe to drive around again with a bolt thats shakey? would it put more weight on the bottom bolt and that snapped again as well? Dhould i teflon tape the bolt to make it tighter?

you shud have gotten the hole welded in then re drill and tap , but i guess you cud use taflon tape but id weld, redrill and retap

You're going to need to use a larger bolt, they should have tapped it to the next size up and given you a bolt for that. If you can't torque it down, then what is the point?

reminds me of when i did this to one of my vtec solenoid bolts. Totally ravaged it with drill bits and extractors snapping off in it. Ended up drilling it out and tapping it slightly bigger.

They make a special little drill bit that problem, you drill a small hole dead center, then you put in that bit, and hammer it there a little bit so it gets stuck in there, then slowly un tork it...GOD LUCK
