Electrical Nightmare - Need Help
2001 Acura Integra LS
main issue:
-no run
cause:
-water in rear of vehicle
attempted fixes:
-hard-wire gray plug under backseat going to fuel pump
-repaired ECM
-replaced main relay
-checked fuses
Long story short, water shorted out ECM through fuel pump plug. Had ECM repaired by http://aesmodules.com/ (fixed fuel pump driver, new capacitors, and updated per latest service bulletin). Re-installed ECM AFTER removing gray plug (where short occured) from circuit, car still does not fire - fuel pump does not prime when key turned to on position. Replaced main relay, still does not fire. Can jump fuel pump to make it run.
The technician helping me with this is a friend that recently left the local Acura service department after 10+ years. He's busted out the factory electronic troubleshooting manual and gone all over this car, back-probing every pin in every wiring harness that would have to do with fuel delivery.
The only reading that seems out of the ordinary is the reading from the blue/white wire going into the main relay... 10 to 10.5V Can anyone confirm this for me? I haven't been able to locate anything like this online... seems like everyone else's problems have stopped after fixing gray plug, new ecm, replacing any blown fuses, main relay, etc.
If someone could could back-probe the blue/white wiring going to the main relay and post their reading it would be greatly appreciated.

The blue-white wire is the starter signal. It ought to have battery voltage, but ONLY when the ignition key is turned to "III". Do you also get voltage when the blue/white wire is disconnected? That is, jumping it directly to ground through the multimeter before it enters the Main Relay?

Thank you for responding and that was a helpful link! I suspect the ignition switch is the issue from reading several threads on various websites the last few days and now reading that.
Trying to get my hands on a replacement switch now, will post result once I have made repair.
