Um if I'm getting what you are saying, you either want to splice the turn signals to go on with your high beams, or to turn on your high beams when you flick the turn signal.
Either way it's STUPID! You cannot have a blinking headlight high beam for a turn signal, and if it was the other way around, how the heck do you suppose you'd signal, flick on an off your high beams? Lol.
There are only 3 wires for your signal markers, one is ground, which is black. The other two should be green with different stripes. One is a constant power for the marker lights when the car is on, the other is the signal when you flip on the turn signal.
If you are concerned about your aftermarket bumper, I'd buy myself a set of side markers and mount it on the bumper and use them as turn signals. You *could* try to put a light inside the headlight housing, but most likely it won't be bright enough to show a turn signal when the headlight is on... and get you a big ticket.
Hope it helps.

you'd still get a ticket, because you can't see the signal from the side of the car. You also need a amber reflector on the side of the car too.

hahaha halogen bulbs aren't made to be turned on and off quickly many times in succession (i.e. directional signal).
