Can a Headgasket leak oil?

Can a Headgasket leak oil?
I have a oil leak, I can NOT confirm if its head gasket or not. I thought the headgasket failure would burn oil? Or mix coolant and oil? Help.
Here's the situation. I have oil all over the passenger side (transmission side) of the engine bay. Oil is dripping down to the tranny and to the floor. I can't figure out what it is? BTW, it's a B18C JDM OBD1. I've changed the following
Oil Pan gasket
Rear main seal
vtec gasket
Cam Plug
dissy o-ring seal
The only thing left is valve cover gasket and head gasket. But there is a pool of oil on top of the tranny housing all the time. The only thing is last time the head came off, I didn't change the head gasket. Do you really have to change the head gasket everytime the head comes off???

Yellow circle has a pool of fresh oil all the time.
Very hard to see but where the red arrow goes theres a lot of oil built up. Looks like the dizzy is leaking or something. not sure.

Maybe it is the o-ring that is on the oil breather box (black box on the back of the block) leaking. That is the only place mine could be leaking from right now, I am going to install it tonight and see if it stops. Good luck on finding it.

But seriously, you have to put a new head gasket everytime to take the head off??? That sucks. $50+ blown everytime! But thanks for everyone's input so far.

Pic's up, any further input is appreciated. BTW, I'm losing about a quart every 2 tanks of gas, or 1qt/600 miles.

How often are you pulling your head?
If you don't remove the old gasket, how can you check the deck for warping?

If the oil is coming out that much, then there has to be some sort of drippage. Let the car run and see where it is coming out of. I can't really make out the pictures.
There wouldnt be oil on the distributor if it was a headgasket or valve cover gasket or even a cam plug at that. If im seeing the picture right, you have it all on your distributor. So as of now im leaning towards a distributor seal. May need to be replaced.
But let the car run or even drive it around the block a few times, let it warm up and look for drips.
