Default California State Referee certification...do i have to go stock on my i/h if it has a OE #

this is new for me and info on the inspection will be helpful...

i was out of CA for like 2 yrs. worked and got a car out of state, and moved back from SC. on the day that i reached home sweet home. I get pulled over and gets a state referee certification required infractions for:

27150 (a) for excessive noise on my exhaust and 27156 (b) for modified emissions....

the officer took pictures of the aftermarket parts that were installed, i/e/h/nos kit, i told him i bought the car as it is with everythin installed.

I took the nos kit off and replaced the muffler with a bosal that look like the stock one and left the header and intake on cuz oe # says it is legal and does not reduce effectiveness of the vehicles pollution control system.

Please let me know if i should replace i/h with stock ones, the officer said that i had to convert it back to stock, but funds availability due to moving cost and all is kinda on the made me broke side and can't get them replaced.

If it is necessary to go stock then i will find someone to swap with for the day, if not i wont spend time on it.

oh and i called the state referee and they said they will be conducting a noise test and smog check on my car for like a hour and a half.

is your car registered in SC? if so, then he can't even give you any BS on smog stuff. I THINK.

it is currently registered in SC but he told me that if i was to stay in california i had a ten day notice to change my address. I used to live here so i went to dmv and just renewed my old driver license in california.

plus i tried to get it registered here and i did smog check and found out it was invalid if i got a traffic ticket for state referee...on the first test i was a gross polluter, almost double of wat the limits are and i dont know if the guy i took it to did anythin to fix it or if he just passed it and gave me a passing test that i had to pay for and goin to the state referee im gonna get smog check again.... so much runarounds and bs i had to go thru just to get me settled in and when ur unemployed its hard to do all the modifacations and stuff just so i can have it registered and inspected and stuff. plus they sent the letter for the ticket to my old address in SC and got a call that say it was about 500 dollar + the fee im gonna pay for state referee and replacing stuff...i dont know y they like to make it a hassle for some of us, but it slows down everything and pushes me back after i take a few steps forword.......

Ohh, and the stuff about smog check, they can do that for out of state visiters, i read up on it and it just say that when u go back to ur state u can request a refund for the payments u made to do so. it also said that most of them dont even do it, so i think it's like Cali just taxin for comin on the territory...

get your car to PASS smog before you go. this is extremely important because then you will be on the gross polluter list and have to pay more like me

If your intake and header has a CARB EO "executive order" number then no need to swap back to stock. Im in the same boat, i passed visual and smog, but i failed because a random misfire check engine light came up during the test.

K, i just went to get the state referee and Failed smog test. now i have to get it repaired and get retested. can someone help with wat the problem is. here is the results from the test.

CO2 meas.=14.6% and O2 meas.=0% for both test and CO% passed


test at 15 mph: FAILED
HC max=61 and meas.=101, NOx max=467 and meas.=499

test at 25 mph: PASS
HC max=45 and meas.=45, NOx max=754 and meas.=93

I asked a mechanic and he sayed that it's probably my Cat converter and told me i needed an OBD2 cat and that is really expensive...I have a 96' integra 4D GSR with a aem cold air intake with the bypass, 8.5 mm spark plugs and DC headers. i dont know if they have sumthin to do with it failing but if u got any idea, please help me out if i dont need to change the cat.

Do a tune up, change your oil, and try retarding your timing a little. Also, was the cat really hot when the ref performed the test, if not, that may be the problem, as our cars get older, the cats need a little more time to heat up and work. Also do a google search on "TSB 98-031" im not sure if this will apply to you if you bought the car in SC. If you did, then you may need to buy a new OBD2 CA compliant cat.

i checked the paper and the timing is at 16btdc, should i put the distributer back to the middle, or it could be that i didn't do oil change for a while? would that cause it to fail?

and yes, i bought it in SC, the original owner had that car in Lowell MA i believe

Do a google search on the "TSB 98-031" then call your local acura dealer and check if that applies to you. Good luck

I feel bad for you poor guys who have to deal with California's emissions and CARB bullshit. I have a full 3" exhaust with no cat and no evap system on my car....thats 100% legal in ND

Well, i just moved here from South Carolina and they dont even have smog test for registration and stuff. I have a 3 piece apexi exhaust and i just changed the muffler to a stock one to get it passed for the exhessive noise level and still have the one from the cat to the axle one still in there. Can this be a problem for smog??
