I don't understand how it could be illegal in some states. It has nothing to do with the structural integrity of a car.

I fit my stock hood in my trunk while i replaced it with a cf hood, and rode with the cf hood on back home.

People like you are why people ask the same question over and over.

Google is right in front of his face, why would he go through the trouble of asking LAPD first when they probably have the laws (that they are going to have to look through anyways) posted online.
