Default vtec not kick and i think timing is off what is my problem

ok i had my d15 jdm motor in my car for about 1 year and i just wired up vtec i have the p28 ecu and the obd1 dis and the 4 wire o2 sensor but here my problem . first with my timing there are three mark and then there is one by it self and for some reason i can,t get it to go to the red mark the mark in the middle. right now i have it at the white mark and it fills ok and it fill better with this p28 ecu then the pm6 but my other thing is that the vtec isn,t kicking in i check it by hookinh up a light to it and i get nothing do the timing has something to do with that or is it something else please help

When setting the timming use the mark thats all by its self. not the red one or the 2 around it. The one thats by itself is for Setting the timming.

Hook a wire and switch directly to the VTEC solenoid and try to operate it manually when you are driving. That should give you some idea of where to start troubleshooting. A few conditions have to be met through input to the ECU from various sensors before the ECU activates VTEC. If all conditions are met the ECU sends off a signal to the VTEC solenoid and off you go. VTEC solenoids sometimes go bad so that's why I suggest you check it first.

You need to set the timing by FIRST disabling the electronic ignitino advance.
Have you done that?
