OK HERES THE DEALEO, I WANT TO SWAP A 95 JDM B18C5 OBD 1 INTO MY 89 CRX, I WANT TO KNOW IF ANYONE KNOWS DO I HAVE TO RUN A 98+ USDM ECU TO MATCH THE MOTOR AND CONVERT TO OBD 2 OR WOULD ANY USDM ECU WITH OBD 1 TO MATCH THE ENGINE WORK? LIKE A P28?

The JDM B18c with PR3 head is the same as what we call the B18c5. Well, actually, Id rather opt for the JDM R motor with a higher comp. ratio.
Anyways, those motors come with the JDM P73 ecu. The ones I got recently purchased had JDM ecu's that didnt even look for the VTEC Oil Pressure (Code 22). They were OBD2 ecu's.
Personally, I run either a chipped P28 or better yet a P28 with Hondata.

P28 with Hondata.
Thats what I will be using on mine. Will probably just start with chipped p28 until I can afford the Hondata system though.

yes use a obd0 b16a distributor. you have to put the b16a wiring harness on the R. switching plugs when necessary.
