did you also notice they already have non-folding racing side mirrors for the new ITR already? (a la vision/spoon)
as for the cars being mugen equipped, at least it appears that Mugen did the proper wind tunnel testing with the new ITR bodykit, so it should be effective and not just a controversial looking kit.
also, i read that Honda really pushed the development of the new ITR forward so that it could make in time for FIA homologation for the upcoming racing season. Apparently, the same thing is happening with the new CTR. In the last few years, Honda has been taking a beating on the race track as its ageing cars are being beaten more often by new models. Specifically, in Super Taikyu Group N+, where the Spoon Integra used to race, the old DC2R have been getting their butts kicked by the Altezzas for the last two years. In fact, 1999 was the last year that Spoon ran a ITR in Super Taikyu, after that, they switched to the S2000 and went to a different class (C4) altogether to avoid the Altezzas in Group N+!
So anyways, Honda has been designing the new ITR and CTR with race competition in mind, so we can fully expect these cars to be big performance stars. The new ITR was designed with the goal of being at least a second per lap faster on any track than the previous ITR.
