to get phot0s with any kind of streak, (streak or motion) you need a camera with a F Stop. this allows you to control how long you want the lens to be open. with some cameras you can just hold down the button until you want the lense to close. when an object moves in front of an exposed apeture it affects the negative. thus making it look like more is there (car light streaks)
that's why there are camera film speeds: some are meant for fast speed, but others arent an blur the picture. an adjustable F Stop allows you to further control the speed of the film.
